The
National Education Project, Inc. proposes to combat the
nation's growing illiteracy problem by providing reliable
and effective tutors on a massive scale to elementary school
children who must have tutoring in the old, classical sense
of the term if they are to master the basic literacy skills
that are required for employment in a technological economy.

Immediate Goal of this Project:
The National Education Project, Inc. is actively seeking
one medium-size city in America willing to establish 20 tutoring
programs based on the model of this Project (cities such as,
Baltimore, Seattle, Pittsburgh, Cleveland, New Orleans, or Washington,
D.C.)
Twenty programs will have the effect of providing 145,000
hours of tutoring to the children in the elementary schools
of that city in a five-year period.
Tutoring on such a massive scale will
raise reading and math scores across the entire city,
and create in this city, and on the reading and math test
scores alone, the finest elementary school system in the nation.
National
Goal of this Project:
We shall establish programs on a city-wide basis in city after
city all across the country, providing tutors to children
on a massive scale, and transforming entire cities as we go.
The ultimate goal of the National Education Project is simply
stated: To create a rebirth of learning across this country
that will rival the Golden Age of Pericles.
Effectiveness of the Tutors from this Project:
The National Education Project is an established, proven program,
and all tutors work under the direct supervision of elementary
school classroom teachers.
Are the tutors from this Project effective? Each classroom
teacher provides written evaluations of the effectiveness
of the tutors at the end of each semester, and here, for example,
is what one 2nd grade public school classroom teacher in Chicago
had to say after just one semester of tutoring:
"Bill
[the tutor] was a very positive force in both Gregory's
and Bernard's school year. He motivated the boys with stories,
guided activities, and games. The boys felt very special
because they had Bill as their tutor.
"Gregory gained 1 year and 8
months in reading. Bernard gained 1 year and 1 month in
math."

The
Children, the Tutors, and The Constitution of the United
States:
People who can't read, can't read the Constitution,
and the tutors in this Project fulfill an essential function
of American citizenship by teaching children to read.
Moreover, at the end of each semester, the undergraduates
in this Project autograph and give to the children they have
tutored a pocket-size copy of The United States Constitution.
The undergraduates also give to each child his or her own
copy of the "Three
Constitutions" poster, after first
writing in the name of the child where it says "Your
Name Here."
Funding
& Costs of the National Literacy Program:
The National Education Project, Inc. is a non-profit,
501(c)(3) tax-exempt corporation, which is supported by donations
from private individuals, as well as by contributions from
corporations, foundations, and law firms. Please see Previous

The National Education Project is actively seeking one medium-size
city in America willing to establish 20 tutoring programs,
which, in turn, will provide 145,000 hours of tutoring to
the children in the elementary schools of that city in a five-year
period and raise reading and math scores
across the entire city.
Twenty tutoring programs cost $1,500,000, and will provide
145,000 hours of tutoring to the children in the elementary
schools of one city over five years. These funds are used
for two purposes:

To provide 20 grants to colleges and universities in one
city in the amount of $50,000 per grant (that is, 20 grants
x $50,000 per grant = $1,000,000); and
-
To underwrite the management and administrative costs of
operating 20 tutoring programs in one city during the five-year
grant period.
As a result, this Project can produce
one hour of tutoring for less than $11.00, including
overhead; that is, $1,500,000 divided by 145,000 hours
of tutoring produced in one city in a five-year period.
